Bu \u00e7er\u00e7evede, LoTSA 2.5 (Uzun Vadeli Slot Tahsis Program\u0131) uygulamas\u0131n\u0131n ba\u015flat\u0131ld\u0131\u011f\u0131 duyurulmu\u015ftur.<\/p>\n<p>Atlantik ve Pasifik Okyanuslar\u0131n\u0131 birbirine ba\u011flayan ve 82 kilometre uzunlu\u011funda olan Panama Kanal\u0131, d\u00fcnyadaki tek tatl\u0131 su kanal\u0131 olma \u00f6zelli\u011fini ta\u015f\u0131makta olup, 170 \u00fclkede yer alan 1.920 liman\u0131 kapsayan 180 deniz ticaret hatt\u0131n\u0131 birbirine ba\u011flamaktad\u0131r. 2025 y\u0131l\u0131 itibar\u0131yla kanaldan toplam 13.404 gemi ge\u00e7i\u015fi ger\u00e7ekle\u015fmi\u015ftir. Kanal\u0131n en b\u00fcy\u00fck kullan\u0131c\u0131s\u0131, y\u00fcklerin yakla\u015f\u0131k %70\u2019inin bu \u00fclkeye gitmesi veya bu \u00fclkeden gelmesi nedeniyle Amerika Birle\u015fik Devletleri olup, bu \u00fclkeyi \u00c7in ve Japonya takip etmektedir. S\u00f6z konusu yeni program, d\u00fcnya ticaretinin yakla\u015f\u0131k %3 ila %6\u2019s\u0131n\u0131n ge\u00e7ti\u011fi Panama Kanal\u0131\u2019n\u0131n kullan\u0131c\u0131lar\u0131na daha y\u00fcksek d\u00fczeyde \u00f6ng\u00f6r\u00fclebilirlik, esneklik ve operasyonel verimlilik sa\u011flamay\u0131 ama\u00e7lamaktad\u0131r. Program ile birlikte, deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 hatlar\u0131yla etkile\u015fimin d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi ve k\u00fcresel piyasa dinamiklerine daha uyumlu bir planlama yap\u0131s\u0131n\u0131n olu\u015fturulmas\u0131 hedeflenmektedir.<\/p>\n<p>LoTSA 2.5, mevcut LoTSA 2.0 program\u0131n\u0131n genel yap\u0131s\u0131n\u0131 korumakla birlikte, operasyonel s\u00fcre\u00e7lerde \u00f6nemli iyile\u015ftirmeler i\u00e7ermektedir. Bu kapsamda;<\/p>\n<ul>\n<li>\n<p>Slotlar\u0131n paket t\u00fcr\u00fc ve ge\u00e7i\u015f y\u00f6n\u00fcne g\u00f6re stratejik olarak yeniden da\u011f\u0131t\u0131lmas\u0131,<\/p>\n<\/li>\n<li>\n<p>Paket baz\u0131nda s\u0131ral\u0131 ihale (kapal\u0131 teklif) s\u00fcre\u00e7lerinin uygulanmas\u0131,<\/p>\n<\/li>\n<li>\n<p>Kullan\u0131c\u0131lara daha esnek planlama imk\u00e2n\u0131 sunulmas\u0131 \u00f6ng\u00f6r\u00fclmektedir.<\/p>\n<\/li>\n<\/ul>\n<p>Program \u00e7er\u00e7evesinde ayr\u0131ca, Fix, Flex ve Flex+ olarak adland\u0131r\u0131lan segmentlere ayr\u0131lm\u0131\u015f yeni hizmet paketleri olu\u015fturulmu\u015ftur. Bu paketler, farkl\u0131 kullan\u0131c\u0131 ihtiya\u00e7lar\u0131na g\u00f6re tasarlanm\u0131\u015f olup; s\u00f6zle\u015fme t\u00fcr\u00fcne ba\u011fl\u0131 olarak tarih de\u011fi\u015fikli\u011fi, slot erteleme ve ge\u00e7i\u015f y\u00f6n\u00fc de\u011fi\u015fikli\u011fi gibi \u00e7e\u015fitli esneklikler sa\u011flamaktad\u0131r.<\/p>\n<p>Yeni sistemin desteklenmesi amac\u0131yla, Panama Kanal\u0131 \u0130daresi b\u00fcnyesinde \u00f6zel bir m\u00fc\u015fteri hizmetleri ekibi kurulmu\u015f olup, kullan\u0131c\u0131lar\u0131n programa uyum s\u00fcrecinde teknik ve operasyonel destek almas\u0131 sa\u011flanacakt\u0131r.<\/p>\n<p>\u00d6te yandan, LoTSA 2.5 kapsam\u0131nda ger\u00e7ekle\u015ftirilecek kapal\u0131 teklif usul\u00fc ihale s\u00fcrecinin 28 Nisan 2026 tarihinde yap\u0131laca\u011f\u0131, program\u0131n 16 May\u0131s 2026 tarihinde uygulamaya al\u0131naca\u011f\u0131 a\u00e7\u0131klanm\u0131\u015ft\u0131r.
