Kanada \u00e7elik sekt\u00f6r\u00fc \u00fclke ekonomisinde <strong>otomotiv, enerji arama-\u00e7\u0131karma-iletim ve da\u011f\u0131t\u0131m\u0131, ba\u015fl\u0131ca altyap\u0131 yat\u0131r\u0131m projeleri, ticari\/konut in\u015faatlar\u0131, yenilenebilir enerji ve bir\u00e7ok imalat sanayi kolu<\/strong> i\u00e7in girdi tedarik etmekte; <strong>do\u011frudan 23 bin ki\u015filik istihdam<\/strong> yaratmakta ve dolayl\u0131 olarak ise ilave 100 bin ki\u015filik istihdama katk\u0131 sa\u011flamaktad\u0131r.\u00a0<\/p>\n<p style=\"text-align: justify;\">CSPA taraf\u0131ndan yap\u0131lan a\u00e7\u0131klamada Kanada \u00e7elik end\u00fcstrisinin gayretleri, H\u00fck\u00fcmet taraf\u0131ndan uygulanan politikalar ve \u00f6zel yat\u0131r\u0131mlar sayesinde, Kanada \u00e7elik end\u00fcstrisinin karbon emisyonlar\u0131n\u0131 <strong>2030 y\u0131l\u0131na kadar %45\u2019in \u00fczerinde<\/strong> azaltmas\u0131n\u0131n \u00f6ng\u00f6r\u00fcld\u00fc\u011f\u00fc ve bu do\u011frultuda sekt\u00f6r\u00fcn gerekli teknolojik d\u00f6n\u00fc\u015f\u00fcm\u00fc ger\u00e7ekle\u015ftirmesinin beklendi\u011fi; bu hedefe ula\u015fmak i\u00e7in gerekli olan ilave proje ve yat\u0131r\u0131mlara ili\u015fkin \u00e7al\u0131\u015fmalar\u0131n s\u00fcrd\u00fcr\u00fcld\u00fc\u011f\u00fc belirtilmektedir.<\/p>\n<p style=\"text-align: justify;\">CSPA\u2019n\u0131n a\u00e7\u0131klamas\u0131nda, Kanada \u00e7elik end\u00fcstrisinin, ABD\u2019nin <strong>\u201cEnflasyonu D\u00fc\u015f\u00fcrme Kanunu (US Inflation Reduction Act-IRA)\u201d<\/strong> nedeniyle \u00f6nemli \u00f6l\u00e7\u00fcde tehdit alt\u0131nda bulundu\u011fu; Kanada\u2019ya dampingli \u00fcr\u00fcn satt\u0131\u011f\u0131 bilinen deniz a\u015f\u0131r\u0131 \u00fclkelerden yap\u0131lan ithalat nedeniyle sekt\u00f6r\u00fcn rekabet g\u00fcc\u00fcn\u00fc ve pazardaki pay\u0131n\u0131 kaybetme tehlikesiyle kar\u015f\u0131 kar\u015f\u0131ya kald\u0131\u011f\u0131 ifade edilmektedir.<\/p>\n<p style=\"text-align: justify;\">CSPA taraf\u0131ndan yap\u0131lan bildirimde, \u201cUS IRA\u201d d\u00fczenlemesi sayesinde ABD\u2019de karbon emisyonu sal\u0131n\u0131m\u0131 azalt\u0131l\u0131rken Kanunda yer alan te\u015fvik programlar\u0131 sayesinde ABD \u00e7eli\u011fine y\u00f6nelik talebin de art\u0131r\u0131ld\u0131\u011f\u0131; bunun yan\u0131nda, ABD ve AB taraf\u0131ndan ortakla\u015fa y\u00fcr\u00fct\u00fclen <strong>\u201c\u00e7elik karbon kul\u00fcb\u00fc\u201d<\/strong> platformunun tesis edilmesi ve g\u00fc\u00e7l\u00fc bir Amerikan ticaret politikas\u0131 \u00f6nlemleri sisteminin olu\u015fturulmas\u0131 y\u00f6n\u00fcndeki \u00e7al\u0131\u015fmalar\u0131n Kanada \u00e7elik sekt\u00f6r\u00fc i\u00e7in \u201criskli geli\u015fmeler\u201d olarak dikkat \u00e7ekti\u011fi; Kanada\u2019n\u0131n an\u0131lan tedbirlere do\u011fru bi\u00e7imde yan\u0131t vermemesi halinde, \u201cUS IRA\u201d d\u00fczenlemesi ve Kanada piyasas\u0131nda kayda de\u011fer \u00f6l\u00e7\u00fcde art\u0131\u015f g\u00f6steren haks\u0131z rekabete dayal\u0131 ithal \u00e7elik \u00fcr\u00fcnlerinin, Kanada \u00e7elik end\u00fcstrisinin rekabet g\u00fcc\u00fcne \u00f6nemli \u00f6l\u00e7\u00fcde zarar verece\u011fi ifade edilmektedir. \u00a0<\/p>\n<p style=\"text-align: justify;\">CSPA\u2019n\u0131n a\u00e7\u0131klamas\u0131nda, \u201cUS IRA\u201d d\u00fczenlemesinin iklim de\u011fi\u015fikli\u011fi sorununa kolayla\u015ft\u0131r\u0131c\u0131 bir bak\u0131\u015f a\u00e7\u0131s\u0131 ile karbon fiyatlamas\u0131ndan ba\u011f\u0131ms\u0131z bir bi\u00e7imde yakla\u015ft\u0131\u011f\u0131; di\u011fer taraftan, \u00f6n\u00fcm\u00fczdeki yedi y\u0131ll\u0131k s\u00fcre\u00e7te Kanada \u00e7elik end\u00fcstrisinin karbon maliyetlerinde \u00f6nemli \u00f6l\u00e7\u00fcde art\u0131\u015flar ya\u015fanaca\u011f\u0131 ve karbon fiyatlamas\u0131n\u0131n <strong>2030<\/strong> y\u0131l\u0131 itibariyle <strong>ton ba\u015f\u0131na 170 CAD<\/strong>\u2019a kadar y\u00fckselece\u011fi belirtilmi\u015ftir. A\u00e7\u0131klamada devamla, Kanada \u00e7elik end\u00fcstrisinin ye\u015fil ve \u00e7evre dostu \u00fcretim teknolojileri konusunda ABD\u2019li \u00e7elik \u00fcreticileri ile i\u015fbirli\u011fi i\u00e7erisinde ve ayn\u0131 do\u011frultuda, g\u00fc\u00e7l\u00fc bir performans ge\u00e7mi\u015fi oldu\u011fu; bununla birlikte, ABD \u00e7elik end\u00fcstrisinin, \u201cUS IRA\u201d <strong>\u201cnet-zero\u201d<\/strong> hedefine ge\u00e7i\u015fi kolayla\u015ft\u0131racak \u015fekilde \u00e7ok \u00a0say\u0131da sekt\u00f6re ve altyap\u0131 ihtiya\u00e7lar\u0131na milyarlarca dolarl\u0131k s\u00fcbvansiyon sa\u011flamakta oldu\u011fu ifade edilmektedir.<\/p>\n<p style=\"text-align: justify;\">CSPA\u2019n\u0131n bildiriminde, Kanada H\u00fck\u00fcmetinin, ABD\u2019nin bahsekonu te\u015fviklerine e\u015f de\u011fer \u00f6l\u00e7\u00fcde yat\u0131r\u0131m te\u015fvik paketleri ortaya koyamad\u0131\u011f\u0131; \u00f6te yandan, H\u00fck\u00fcmetin, Kanada\u2019n\u0131n daha \u00e7evre dostu teknolojilerle \u00fcretilen \u00e7eli\u011fine olan talebi art\u0131racak ve sekt\u00f6r\u00fc <strong>\u201cParis \u0130klim Anla\u015fmas\u0131\u201d<\/strong> kapsam\u0131nda belirlenen hedeflere daha da yakla\u015ft\u0131racak t\u00fcrden \u00e7e\u015fitli politika tedbirlerini hayata ge\u00e7irebilece\u011fi; H\u00fck\u00fcmetin, ABD\u2019nin \u00e7elik end\u00fcstrisini korumaya y\u00f6nelik uygulad\u0131\u011f\u0131 politikalardan ders almas\u0131 gerekti\u011fi; bu \u00e7er\u00e7evede, piyasa talebinin Kuzey Amerika\u2019da \u00e7evre dostu teknolojiler ile \u00fcretilen \u00e7eli\u011fe y\u00f6nlendirilmesi amac\u0131 ile H\u00fck\u00fcmetin, mevcut sat\u0131n alma ve program geli\u015ftirme g\u00fcc\u00fcn\u00fc desteklemek zorunda oldu\u011fu belirtilmi\u015ftir.<\/p>\n<p style=\"text-align: justify;\">Yukar\u0131da zikredilen hususlar \u00e7er\u00e7evesinde CSPA taraf\u0131ndan Kanada H\u00fck\u00fcmetine iletilen tavsiyeler a\u015fa\u011f\u0131da s\u0131ralanmaktad\u0131r:<\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"text-decoration: underline;\">TAVS\u0130YE 1:<\/span> \u201c<\/strong>US IRA\u201d d\u00fczenlemesinin Kanada \u00e7elik end\u00fcstrisi \u00fczerinde rekabet\u00e7ilik a\u00e7\u0131s\u0131ndan olu\u015fturdu\u011fu tehditler, karbon emisyonlar\u0131n\u0131n azalt\u0131lmas\u0131 konusunda Kanada \u00e7elik end\u00fcstrisinin g\u00f6sterdi\u011fi kayda de\u011fer ilerlemeler ve Kanada\u2019n\u0131n karbon sal\u0131n\u0131m\u0131 potansiyeli y\u00fcksek olan \u00fclkelerden yapt\u0131\u011f\u0131 \u00e7elik ithalat\u0131ndaki art\u0131\u015f birlikte g\u00f6z \u00f6n\u00fcnde bulunduruldu\u011funda, karbon \u00fccretlendirme sistemi konusunda mevcut <strong>\u201c\u00c7\u0131kt\u0131 Odakl\u0131 Fiyatland\u0131rma Sisteminin (Output-Based Pricing System-OBPS)\u201d<\/strong> <strong>korunmas\u0131 ve bu konuda, en az\u0131ndan 2030 y\u0131l\u0131na kadar, daha s\u0131k\u0131 d\u00fczenlemelere gidilmemesi<\/strong> \u00f6nem arz etmektedir.<\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>TAVS\u0130YE 2:<\/strong><\/span><strong> Kanada H\u00fck\u00fcmetinin sat\u0131n alma g\u00fcc\u00fc, Kuzey Amerika\u2019da \u00e7evre dostu teknolojilerle \u00fcretilen \u00e7eli\u011fe ilave talep olu\u015fturacak \u015fekilde kullan\u0131lmal\u0131d\u0131r.<\/strong> Bu \u00e7er\u00e7evede, <strong>\u201cGreening Government Initiative\u201d<\/strong> adl\u0131 giri\u015fimin geli\u015fiminin s\u00fcrd\u00fcr\u00fclmesi ve di\u011fer \u00fclkelerin Kanada\u2019daki ihale s\u00fcre\u00e7lerine kat\u0131l\u0131mlar\u0131na y\u00f6nelik <strong>\u201cihalelerde kar\u015f\u0131l\u0131kl\u0131l\u0131k\u201d<\/strong> prensibinin uygulanmas\u0131 konusunda h\u0131zla harekete ge\u00e7ilmesi; <strong>Kanada kamu ihale piyasas\u0131n\u0131n Kanada\u2019n\u0131n Serbest Ticaret Anla\u015fmas\u0131 akdetti\u011fi \u00fclkeler d\u0131\u015f\u0131ndaki \u00fclkelere kapat\u0131lmas\u0131; \u00c7in, Hindistan ve Rusya gibi \u00fclkelerden karbon-yo\u011fun \u00e7elik \u00fcr\u00fcnler ithalat\u0131n\u0131n k\u0131s\u0131tlanmas\u0131<\/strong> \u015feklinde ad\u0131mlar at\u0131lmal\u0131d\u0131r. \u00a0<\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>TAVS\u0130YE 3:<\/strong><\/span><strong> \u00c7elik end\u00fcstrisinde d\u00fc\u015f\u00fck karbonlu ileri seviyede \u00fcretim teknolojilerinin ara\u015ft\u0131r\u0131lmas\u0131, geli\u015ftirilmesi ve benimsenmesine olanak sa\u011flayacak finansman destekleri ve fon mekanizmalar\u0131 art\u0131r\u0131larak devam etmelidir.<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"text-decoration: underline;\">TAVS\u0130YE 4:<\/span> Temiz elektrik, hidrojen ve karbon yakalama gibi daha kapsaml\u0131 karbonsuzla\u015ft\u0131rma \u00e7\u00f6z\u00fcm y\u00f6ntemlerinin yarataca\u011f\u0131 ilave maliyetleri kayda de\u011fer \u00f6l\u00e7\u00fcde telafi edecek nitelikte yat\u0131r\u0131m programlar\u0131 i\u00e7in uygun finansman olanaklar\u0131 tahsis edilmelidir.<\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>TAVS\u0130YE 5:<\/strong><\/span> Karbonsuzla\u015ft\u0131rma s\u00fcrecinde temel girdiler aras\u0131nda bulunan <strong>\u201cdo\u011frudan indirgenmi\u015f demir cevherine (DR-grade)\u201d<\/strong> k\u00fcresel talebin atmas\u0131 beklendi\u011finden, <strong>Kanada Tabii Kaynaklar Bakanl\u0131\u011f\u0131, bir sonraki de\u011ferlendirmesinde, \u201ckritik mineraller\u201d i\u00e7in belirledi\u011fi kriterlere uygun olan bu \u00fcr\u00fcn\u00fc \u201ckritik mineraller\u201d listesine eklemelidir.<\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>TAVS\u0130YE 6:<\/strong><\/span> Kanada \u00e7elik end\u00fcstrisinin mevcut karbon rekabet\u00e7ili\u011fini temin etmek amac\u0131 ile mevcut jeopolitik geli\u015fmeler ve \u201c<strong>AB-ABD S\u00fcrd\u00fcr\u00fclebilir \u00c7elik ve Al\u00fcminyum \u00dcretimi Konusunda K\u00fcresel D\u00fczenlemeler (EU-US Global Arrangement on Sustainable Steel and Aluminum)\u201d <\/strong>gibi iklim odakl\u0131 platformlarda gittik\u00e7e \u00f6nem kazanan k\u00fcresel \u00e7apl\u0131 m\u00fczakereler dikkate al\u0131narak, <strong>s\u0131n\u0131rlarda uyumla\u015ft\u0131r\u0131c\u0131 politika mekanizmalar\u0131 hayata ge\u00e7irilmelidir. \u00a0<\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>TAVS\u0130YE 7:<\/strong><\/span><strong> Kanada Maliye Bakanl\u0131\u011f\u0131 ve Kanada S\u0131n\u0131r Hizmetleri Kurumu (CBSA)<\/strong>, Kanada \u00e7elik piyasas\u0131n\u0131 son d\u00f6nemde art\u0131\u015f e\u011filiminde olan haks\u0131z rekabete dayal\u0131 \u00e7elik ithalat\u0131na kar\u015f\u0131 korumak amac\u0131 ile <strong>mevcut ticaret \u201cKanada S\u0131n\u0131r Hizmetleri Kurumunun (CBSA)\u201d idaresi alt\u0131nda y\u00fcr\u00fct\u00fclecek ve ithalat prosed\u00fcrlerinin kolayla\u015ft\u0131r\u0131lmas\u0131na y\u00f6nelik olarak yak\u0131nda tamam\u0131yla operasyonel olacak <strong>\u201cCanada Border Services Agency (CBSA) Assessment and Revenue Management (CARM)\u201d adl\u0131 sisteme entegre edilmek \u00fczere \u201c\u00c7elik Eritme ve D\u00f6kme Takip Sistemi\u201dnin bir an evvel hayata ge\u00e7irilmesi gereklidir.<\/strong><\/p>\n<p style=\"text-align: justify;\">CSPA taraf\u0131ndan yap\u0131lan bildirimde Kanada\u2019da en fazla \u00e7elik end\u00fcstrisi taraf\u0131ndan ba\u015fvurulan <strong>\u201cKanada Ticaret Politikas\u0131 \u00d6nlemleri Sistemi\u201d<\/strong>nin, sekt\u00f6r\u00fcn haks\u0131z ticarete dayal\u0131 ithal \u00fcr\u00fcnlere kar\u015f\u0131 adeta tek savunma mekanizmas\u0131 oldu\u011fu ve sistem kapsam\u0131nda tedbirler hayata ge\u00e7irildi\u011finde projelerde yerel \u00e7elik end\u00fcstrisinin \u00e7evre dostu \u00fcr\u00fcnlerinin tedarik edildi\u011fi ve bu sayede i\u015f\u00e7iler, yerle\u015fim b\u00f6lgeleri ve \u00e7evre korunmas\u0131 a\u00e7\u0131klamas\u0131nda ayr\u0131ca, \u201cKanada Ticaret Politikas\u0131 \u00d6nlemleri Sistemi\u201dnin, \u00a0ABD gibi \u00fclkelerin sistemlerine ayak uyduramad\u0131\u011f\u0131nda, piyasadaki rekabet dengesinin bozuldu\u011fu ve bu durumun, \u015firketlerin yat\u0131r\u0131mlar\u0131n\u0131n bu alanda daha fazla koruma sa\u011flayan \u00fclkelere kaymas\u0131na neden oldu\u011fu ve bu oran\u0131n 10 y\u0131l \u00f6nce %19\u2019un alt\u0131nda bir seviyede oldu\u011fu; Kanadal\u0131 \u00e7elik \u00fcreticilerinin \u00fclkenin \u00e7elik t\u00fcketiminin yaln\u0131zca %32\u2019sini kar\u015f\u0131lamakta<\/strong> oldu\u011fu; Kanada \u00e7elik end\u00fcstrisine rekabet\u00e7i bir zeminde faaliyetlerini ger\u00e7ekle\u015ftirme imkan\u0131
